The Institut d’émission d’outre-mer is a national public institution with legal personality and financial autonomy.The Institute’s operations must relate to the territories in which it is authorised to operate. They are carried out and accounted for in accordance with commercial and banking rules and practices.
The registered office of the Institut d’émission d’outre-mer may be transferred by decision of the Supervisory Board.The Institut may only open branches in its issuing area.
The Institut d’émission d’outre-mer has a capital endowment which is set by joint order of the Minister for the Economy and the Minister for Overseas France.The incorporation of reserves into the capital endowment must be approved by order of these ministers.
The Institut d’émission d’outre-mer’s operating account balances are deposited with the Treasury.
