Subsection 3: Compensation for loss of revenue

Exceptional aid will be granted in the form of direct allocations to distribution companies to compensate them for part of the loss of revenue they have suffered as a result of the measures restricting the opening hours of cinemas in the geographical areas affected by these measures between 17 and 29 October 2020.

Direct grants are awarded to distribution companies eligible for financial support for film distribution in respect of cinematographic works released in cinemas from 1 July 2020 and distributed by them.

The amount of the direct allocation is set at 2.50 euros per admission to cinemas located in the geographical areas affected by the restriction measures during the period in which these measures were effectively applicable.However, the amount of the direct allocation is set at 1.25 euros per ticket sold for cinematographic works whose exhibition has been less affected by the restriction measures if they can be considered to be mainly…

The distribution companies will take all necessary steps to ensure that the rights holders receive the aid in accordance with the same contractual terms and conditions as those laid down for cinema box office receipts.

In order to receive the aid, distribution companies must submit an electronic form drawn up by the Centre national du cinéma et de l’image animée by 31 August 2021 at the latest.

The decision of the President of the Centre national du cinéma et de l’image animée specifies the amount of aid awarded and the terms of payment.

The granting of exceptional aid is subject to the provisions of Commission Regulation (EU) No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, in particular those provided for in Chapter I and Article 54 of Section 11 relating to aid schemes for audiovisual works.
