Paragraph 1: Exceptional aid to help offset the fall in activity in 2020

Exceptional selective financial aid will be awarded to the most vulnerable cinematographic distribution companies that carry out quality work and whose activity has been particularly affected by the measures restricting and banning the admission of the public to cinematographic theatres in 2020.

Exceptional aid is awarded to distribution companies that :1° Have distributed at least three cinematographic works during 2018, 2019 and 2020;2° Have distributed a cinematographic work released in cinematographic theatres in 2020 or a cinematographic work that was scheduled to be released in cinematographic theatres in 2020 but could not be released due to the ban on public access to cinematographic theatres;3° Undertake to continue distributing cinematographic works during 2021;4°…

Exceptional aid is awarded and its amount determined in consideration of :1° The difficulties encountered by the distribution company during the theatrical release in 2020 of the cinematographic works it has distributed;2° The quality of the distribution work on the cinematographic works released in cinematographic theatres during 2018, 2019 and 2020;3° The size of the distribution company;4° The share of sales relating to the distribution of cinematographic works in cinemas…

The decision to grant aid is taken after consultation with the First College of the Film Distribution Aid Commission.The amount of exceptional aid may not exceed €50,000.

The exceptional aid is awarded in the form of a grant.The aid is the subject of an agreement concluded with the distribution company. This agreement sets out the terms and conditions for the payment of the exceptional aid and the circumstances in which it is repaid.

To receive the exceptional aid, the distribution company must electronically submit the application form drawn up by the Centre national du cinéma et de l’image animée.

The granting of exceptional aid is subject to the provisions of national framework scheme no. SA.59722 authorised by the European Commission by decisions of 9 December 2020, 20 May 2020 C(2020) 3460 and 25 May 2020 C(2020) 3532, on the basis of scheme no. SA.56985 for business support authorised by the European Commission by decision of 20 April 2020 C(2020) 2595.
