Exceptional aid is granted and the amount determined in the light of the particular financial difficulties faced by farmers, particularly with regard to the size of their liabilities and the amount of their fixed costs, taking into account any aid they may have received.

The granting of the exceptional aid is subject to the provisions of exempted framework scheme No SA.42681, relating to aid for culture and heritage conservation for the period 2014-2023, adopted on the basis of Commission Regulation No 651/2014 of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty.
