Article 1042 of the French Code of civil procedure

Any action whose principal object is to have a person declared to be or not to be a French national shall be brought by or against the public prosecutor without prejudice to the right of any interested party to intervene in the proceedings.

Toute action qui a pour objet principal de faire déclarer qu’une personne a ou n’a pas la qualité de Français, est exercée par le ministère public ou contre lui sans préjudice du droit qui appartient à tout intéressé d’intervenir à l’instance.
