Article 1166 of the French Code of civil procedure

The application for adoption is brought before the judicial court.

The competent court is:

– the court of the place where the applicant lives when the applicant lives in France;

– the court of the place where the person whose adoption is sought lives when the applicant lives abroad;

– the court chosen in France by the applicant when the applicant and the person whose adoption is sought live abroad.

Article 1166

La demande aux fins d’adoption est portée devant le tribunal judiciaire.

Le tribunal compétent est :

– le tribunal du lieu où demeure le requérant lorsque celui-ci demeure en France ;

– le tribunal du lieu où demeure la personne dont l’adoption est demandée lorsque le requérant demeure à l’étranger ;

– le tribunal choisi en France par le requérant lorsque celui-ci et la personne dont l’adoption est demandée demeurent à l’étranger.
