Article 1651 of the French General Tax Code

A direct tax and turnover tax commission is set up within the jurisdiction of each administrative tribunal. It is chaired by the president of the administrative tribunal, by a member of this tribunal appointed by him or by a member of the administrative court of appeal appointed, at the request of the president of the tribunal, by the president of the court. It also includes three representatives of the taxpayers and two representatives of the administration with at least the rank of divisional inspector or regional inspector. For the matters referred to in articles 1651 A and 1651 B, one of the taxpayers’ representatives is a chartered accountant.

The president has a casting vote.

Article 1651

Il est institué, dans le ressort de chaque tribunal administratif, une commission des impôts directs et des taxes sur le chiffre d’affaires. Elle est présidée par le président du tribunal administratif, par un membre de ce tribunal désigné par lui ou par un membre de la cour administrative d’appel désigné, à la demande du président du tribunal, par le président de la cour. Elle comprend en outre trois représentants des contribuables et deux représentants de l’administration ayant au moins le grade d’inspecteur divisionnaire ou d’inspecteur régional. Pour les matières visées aux articles 1651 A et 1651 B, l’un des représentants des contribuables est un expert-comptable.

Le président a voix prépondérante.
