Article 211-13 of the French Cinema and Moving Image Code

I.-Feature-length cinematographic works must obtain at least 25 points out of 100.
A derogation may be granted by the President of the Centre national du cinéma et de l’image animée for foreign-initiated feature-length cinematographic works, after consulting the approval committee, in the following circumstances and according to the following procedures:
1° When, for justified artistic or technical reasons, the conditions of production prevent the minimum number of points provided for in the first paragraph from being obtained, on condition that the number of points obtained is at least equal to 20;
2° When the cinematographic works are produced as part of an international co-production with production companies established in a country whose film industry is fragile, on condition that the number of points obtained is at least equal to 15. The list of these countries is drawn up by decision of the President of the Centre national du cinéma et de l’image animée.
II.To determine the number of points provided for in I:
1° Points in the group mentioned in I of articles 211-10 and 211-11;
2° Where applicable, the number of points is rounded to the nearest number; the fraction equal to 0.5 is counted as 1.
III.-.The provisions of this article do not apply to cinematographic works produced as part of a financial co-production.

Article 211-13

I.-Les œuvres cinématographiques de longue durée doivent obtenir au moins 25 points sur 100.
Une dérogation peut être accordée par le président du Centre national du cinéma et de l’image animée pour les œuvres cinématographiques de longue durée d’initiative étrangère, après avis de la commission d’agrément, dans les circonstances et selon les modalités suivantes :
1° Lorsque, pour des raisons artistiques ou techniques justifiées, les conditions de réalisation font obstacle à l’obtention du nombre minimum de points prévu au premier alinéa, à la condition que le nombre de points obtenus soit au moins égal à 20 ;
2° Lorsque les œuvres cinématographiques sont produites dans le cadre d’une coproduction internationale avec des entreprises de production établies dans un pays dont l’industrie cinématographique est fragile, à la condition que le nombre de points obtenus soit au moins égal à 15. La liste de ces pays est établie par décision du président du Centre national du cinéma et de l’image animée.
II.-Pour la détermination du nombre de points prévus au I :
1° Ne sont pas pris en compte les points relevant du groupe mentionné aux I des articles 211-10 et 211-11 ;
2° Le cas échéant, le nombre de points est arrondi au nombre le plus proche ; la fraction égale à 0,5 est comptée pour 1.
III.-Les dispositions du présent article ne sont pas applicables aux œuvres cinématographiques produites dans le cadre d’une coproduction financière.
