Any record or report has evidential value only if it is regular in form, if its author has acted in the exercise of his duties and has reported on a matter within his competence what he has seen, heard or observed personally.

Any record of questioning or hearing must include the questions answered.

Tout procès-verbal ou rapport n’a de valeur probante que s’il est régulier en la forme, si son auteur a agi dans l’exercice de ses fonctions et a rapporté sur une matière de sa compétence ce qu’il a vu, entendu ou constaté personnellement.

Tout procès-verbal d’interrogatoire ou d’audition doit comporter les questions auxquelles il est répondu.
