Article 454 of the French General Tax Code

Any operation necessary for the preservation of the beverages (decanting, pouring or lowering) is permitted during transport, but only in the presence of the agents of the administration, who will note this on the back of the consignments. If an accident of force majeure necessitates the rapid unloading of a vehicle or boat or the immediate decanting of liquids, these operations may take place without prior declaration, it being the responsibility of the driver to have the accident recorded by the agents or, in their absence, by the mayor or deputy mayor of the commune whose town hall is nearest.

Toute opération nécessaire à la conservation des boissons (transvasement, ouillage ou rabattement) est permise en cours de transport, mais seulement en présence des agents de l’administration qui en font mention au verso des expéditions. Si un accident de force majeure nécessite le prompt déchargement d’un véhicule ou d’un bateau ou le transvasement immédiat des liquides, ces opérations peuvent avoir lieu sans déclaration préalable, à charge par le conducteur de faire constater l’accident par les agents ou, à leur défaut, par le maire ou l’adjoint de la commune dont la mairie est la plus proche.
