Article 692-1 of the French Code of civil procedure

Notwithstanding any provision to the contrary, summonses intended for legal entities governed by private law, State administrations, local authorities, public administrative establishments, social security bodies and other bodies responsible for the management of a public administrative service may be sent to them by the court registry by any means to which they have previously consented.

The summons sent under these conditions shall be deemed to have been served personally on the date on which its addressee acknowledged receipt. Failing this, it shall be deemed to have been served at home.

Nonobstant toute disposition contraire, les convocations destinées aux personnes morales de droit privé, aux administrations de l’Etat, aux collectivités territoriales, aux établissements publics à caractère administratif, aux organismes de sécurité sociale et aux autres organismes chargés de la gestion d’un service public administratif peuvent leur être adressées par le greffe par tous moyens auxquels ils ont préalablement consenti.

La convocation adressée dans ces conditions est réputée notifiée à personne à la date à laquelle son destinataire en a accusé réception. A défaut, elle est réputée notifiée à domicile.
