Article 695-5-1 of the French Code of Criminal Procedure

The Eurojust Agency, acting as a College, may address to the Public Prosecutor or the investigating judge a written and reasoned opinion on how to resolve a conflict of jurisdiction or on recurrent difficulties or refusals encountered in the execution of requests made or decisions taken in the field of judicial cooperation pursuant, in particular, to instruments based on the principle of mutual recognition.

The Public Prosecutor or the investigating magistrate may report to the Eurojust College the difficulties or refusals referred to in the first paragraph and request the College to issue a written and reasoned opinion on the matter.

L’Agence Eurojust, agissant en tant que collège, peut adresser au procureur général ou au juge d’instruction un avis écrit et motivé sur la manière de résoudre un conflit de compétences ou sur des difficultés ou refus récurrents rencontrés dans l’exécution de demandes présentées ou de décisions prises en matière de coopération judiciaire en application, notamment, d’instruments fondés sur le principe de reconnaissance mutuelle.

Le procureur général ou le juge d’instruction peuvent faire état auprès du collège d’Eurojust des difficultés ou refus mentionnés au premier alinéa et solliciter de celui-ci qu’il rende un avis écrit et motivé à ce sujet.
