Article 78-1 of the French Code of Criminal Procedure

The application of the rules laid down in this chapter is subject to the control of the judicial authorities referred to in articles 12 and 13.

Any person on national territory must agree to submit to an identity check carried out under the conditions and by the police authorities referred to in the following articles.
