Article 815 of the French Code of civil procedure

A request to refer a case assigned to the single judge to the panel must, on pain of foreclosure, be made within fifteen days of receipt of the notice provided for in Article 814.

The referral of a case to the panel by the president of the court or his delegate may be decided at any time.

La demande de renvoi à la formation collégiale d’une affaire attribuée au juge unique doit, à peine de forclusion, être formulée dans les quinze jours de la réception de l’avis prévu à l’article 814.

Le renvoi d’une affaire à la formation collégiale par le président du tribunal ou son délégué peut être décidé à tout moment.
