I. – Candidates are required to make a signed declaration stating their surname, forenames, date and place of birth, gender and domicile.
This declaration must also state the surname, forenames, date and place of birth, gender and domicile of the person called upon to replace the elected candidate in the event of the seat becoming vacant. It must be accompanied by the written acceptance of the replacement. The substitute shall belong to the same college as the candidate and may not appear as a substitute on more than one nomination paper.
No one may be a candidate in respect of a college to which they do not belong or be both a candidate and a substitute for another candidate in another college.
No person may be elected or appointed in more than one of the categories mentioned in 1° to 7° of II of Article L. 1111-9-1.
II. – A list is considered complete once it includes a candidate and his or her alternate for the colleges mentioned in 4° to 7° of II of Article L. 1111-9-1 in each department.
The list or lists of candidates are drawn up and made public by the State representative in the department.
III. – If there is no eligible candidate in one of the colleges mentioned in article D. 1111-2, the seat shall remain vacant.
