Article D14-1 of the French Code of Criminal Procedure

The judicial police officers listed in article 21 shall give an account of all crimes, offences or contraventions of which they have knowledge in the form of reports sent to their hierarchical superiors. The latter, who have the status of judicial police officers, shall inform the public prosecutor without delay, in particular by forwarding the reports of these judicial police officers, pursuant to article 19.

Article D14-1

Les agents de police judiciaire énumérés à l’article 21 rendent compte de tous crimes, délits ou contraventions dont ils ont connaissance sous forme de rapports adressés à leurs chefs hiérarchiques. Ces derniers, qui ont la qualité d’officiers de police judiciaire, informent sans délai le procureur de la République en lui transmettant notamment les rapports de ces agents de police judiciaire, en application de l’article 19.
