Article D1411-45-1 of the French Public Health Code

The Ministry of Health acts as the General Secretariat of the National Health Conference.

The General Secretary is appointed by order of the Minister for Health.

The General Secretary is responsible in particular for:

-acting as an interface between the members of the National Health Conference and government departments;

-preparing the body’s draft work programme, in conjunction with the Standing Committee;

-draw up provisional rules of procedure valid until the rules of procedure are adopted;

-proposing draft rules of procedure, in conjunction with the Standing Committee;

-contribute to collaboration with other consultative bodies and organisations involved in the health field;

-prepare draft agendas for meetings in consultation with the Chairman;

-attending, in an advisory capacity, all meetings of the body and those relating to it;

-monitoring the budget allocated to the operation of the body;

-designing and preparing public procurement decisions

-representing the Conference at the request of the Chairman;

-ensuring that the work of the body is communicated, disseminated and published online;

overseeing the follow-up to opinions adopted by the body;

-proposing a list of areas of expertise that may be represented on the permanent working group provided for in art. D. 1411-43.

Le ministère chargé de la santé assure les missions de secrétariat général de la Conférence nationale de la santé.

Le secrétaire général est nommé par arrêté du Ministre chargé de la santé.

Le secrétaire général est chargé notamment :

-d’assurer l’interface entre les membres de la Conférence nationale de santé et les services de l’Etat ;

-de préparer le projet de programme de travail de l’instance, en lien avec la Commission permanente ;

-de rédiger un règlement intérieur provisoire valable jusqu’à l’adoption du règlement intérieur ;

-de proposer un projet de règlement intérieur, en lien avec la Commission permanente ;

-de contribuer à la collaboration avec les autres instances consultatives et organismes intervenant dans le domaine de la santé ;

-de préparer les projets d’ordre du jour des réunions en concertation avec le Président ;

-d’assister, avec voix consultative, à l’ensemble des réunions de l’instance et celles afférentes ;

-d’assurer le suivi du budget alloué au fonctionnement de l’instance ;

-de concevoir et préparer les décisions de commande publique ;

-de représenter la Conférence à la demande du président ;

-de veiller à la communication sur les travaux de l’instance, leur diffusion et leur publication en ligne ;

-de veiller aux suites données aux avis adoptés par l’instance ;

-de proposer une liste des compétences pouvant être représentées dans le groupe de travail permanent, prévu à l’art. D. 1411-43.
