Article D331-50 of the French Cinema and Moving Image Code

Points relating to creators and creative collaborators are only awarded if the creators and creative collaborators are either French nationals or nationals of a Member State of the European Union, a State party to the Agreement on the European Economic Area, a State party to the European Convention on Cinematographic Co-production of the Council of Europe, or a European third State with which the Union or the European Community has concluded agreements relating to the audiovisual sector. Foreigners other than the aforementioned European nationals who are French residents are treated in the same way as French citizens.

Les points relatifs aux créateurs et collaborateurs de création ne sont obtenus que si les créateurs et collaborateurs de création sont soit de nationalité française, soit ressortissants d’un Etat membre de l’Union européenne, d’un Etat partie à l’accord sur l’Espace économique européen, d’un Etat partie à la Convention européenne sur la coproduction cinématographique du Conseil de l’Europe, ou d’un Etat tiers européen avec lequel l’Union ou la Communauté européenne a conclu des accords ayant trait au secteur audiovisuel. Les étrangers autres que les ressortissants européens précités ayant la qualité de résidents français sont assimilés aux citoyens français.
