In addition to the tasks defined in article D. 4021-2, and with the aim of improving care processes, the quality and safety of care and the competence of healthcare professionals, the National Professional Councils also have the following missions:
1° Contribute, in particular by proposing professionals who may be appointed as experts, in the scientific and operational fields relating to the organisation and practice of the profession or speciality;
2° Contribute to analysing and supporting changes in the professions and skills of healthcare professionals, in particular by defining professional benchmarks and professional recommendations;
3° Participate in setting up epidemiological registers for monitoring health events and professional registers for observing practices.
4° Designating, at the request of the State, representatives of the profession or speciality to sit on bodies responsible for issuing opinions on applications for authorisation to practise or for recognition of professional qualifications.
In this context, the National Professional Councils may be called upon by the State or its operators, health insurance funds, independent authorities, health agencies or professional bodies.
These tasks are carried out autonomously by the National Professional Councils and, where appropriate, in cooperation with other National Professional Councils or an umbrella organisation.
These tasks are carried out in accordance with the principles set out in article D. 4021-4-3.
