Article D4233-13 of the French Public Health Code

At least fifteen days before the election, the president of the regional or central council concerned by this election shall make available to the electors:

1° The dates and times of the opening and closing of the ballot ;

2° The list of pairs of candidates and their substitutes is ordered alphabetically by a letter drawn by lot by the national council. The names of the pairs are ordered from the name of the titular candidate making up the pair, the most advanced in alphabetical order;

3° Where applicable, the circulars accompanying the joint declaration of candidacy of the pairs of candidates or of the candidates and their substitutes mentioned in article D. 4233-10.

Within the same timeframe, voters also receive, under conditions that guarantee their confidentiality, a personal identification code and a unique password enabling them to access the electronic voting system, as well as instructions relating to the electronic voting procedures.

Quinze jours au moins avant l’élection, le président du conseil régional ou central concerné par cette élection met à disposition des électeurs :

1° Les dates et heures d’ouverture et de clôture du scrutin ;

2° La liste des binômes de candidats ou des candidats, et de leurs suppléants, est ordonnée par ordre alphabétique à partir d’une lettre tirée au sort par le conseil national. Les noms des binômes sont ordonnés à partir du nom du candidat titulaire composant le binôme, le plus avancé dans l’ordre alphabétique ;

3° Le cas échéant, les circulaires accompagnant la déclaration conjointe de candidature des binômes de candidats ou des candidats et de leurs suppléants mentionnées à l’article D. 4233-10.

Dans le même délai, les électeurs reçoivent également, dans des conditions garantissant leur confidentialité, un code d’identification personnel et un mot de passe unique permettant d’accéder au système de vote électronique, ainsi que les instructions relatives aux modalités du vote électronique.
