The municipal credit banks may grant any natural person loans against pledges of tangible movable property, likely to be of appreciable value and in a good state of preservation. These assets are deposited in their shops and appraised beforehand by appraisers.
Each cashier’s office will first check the identity and address of the applicant, who will be required to produce an official document bearing a photograph. The characteristics and references of this document are recorded by the cash desk. If this document cannot be produced, the person must be assisted by a third party who is known to the caisse and who can prove that he or she is domiciled.
Whenever he considers it useful, the director of the caisse may, before granting a loan, request that he be provided with any document substantiating the person’s rights in respect of the assets likely to be pledged, in particular, any mandate given to him by the owner of the assets with a view to carrying out this operation, as well as any information concerning the origin of these assets.
