Article D5213-54 of the French Labour Code

The grant application must be sent by the person concerned to the secretariat of the Commission des droits et de l’autonomie des personnes handicapées (Commission for the Rights and Independence of Disabled People) in his or her place of residence, no later than twelve months after the end of the training course or leaving university.
The commission examines the request and forwards it, along with its reasoned opinion, to the prefect of the department in which the person concerned resides, who makes the decision.

La demande de subvention est adressée par l’intéressé au secrétariat de la commission des droits et de l’autonomie des personnes handicapées de son lieu de résidence, au plus tard dans les douze mois qui suivent la fin du stage de formation ou de la sortie de l’université.
La commission instruit la demande et la transmet avec son avis motivé au préfet de département de résidence de l’intéressé, qui prend la décision.
