Article D615-5 of the French Monetary and Financial Code

In accordance with article D. 615-3, the Government Commissioners may make recommendations to the body to which they are appointed and may ask it to carry out any inspections or controls it deems necessary, including on any of its affiliated institutions.

Les commissaires du Gouvernement peuvent adresser, en application de l’article D. 615-3, à l’organisme auprès desquels ils sont nommés des recommandations et peuvent leur demander de faire procéder aux inspections ou aux contrôles qu’ils jugent utiles, y compris sur tout établissement qui lui est affilié.
