The President of the Territorial Council may delegate to one or more permanent civil servants of the local authority the functions he performs as a civil registrar for the receipt of declarations of birth, death, stillborn children, recognition of children, joint parental declaration of change of name of the child, consent of a child over thirteen years of age to a change of name, the consent of a child over the age of majority to a change of name in the event of a change of filiation, for the transcription and endorsement of all acts or judgements in the civil status registers, for the drawing up of all documents relating to the above declarations, and for the joint hearing or separate interviews prior to the marriage or its transcription. The documents drawn up in this way bear the sole signature of the delegated local authority official.
The delegation order is sent to both the representative of the State and the public prosecutor at the judicial court within whose jurisdiction Saint-Barthélemy is located.
The permanent civil servant or civil servants of the collectivity delegated to receive declarations, draw up, transcribe and mention in the margin of the civil status records provided for by this article may validly issue all copies, and extracts, whatever the nature of the records.
The exercise of delegated functions is carried out under the control and responsibility of the President of the Territorial Council.
