In addition to those set out in article L. 6431-10, the Director is responsible for the following tasks:
1° In charge of relations with the supervisory authorities, the Territory’s High Administrator and the local authorities, he is the advisor on health matters to the Territory’s Executive in the areas that fall within his remit and to the Territory’s authorities in matters of social protection and the environment.
2° It is placed under the authority of the senior administrator, representative of the State, when the latter implements the powers conferred on him in matters of public health by the law of 29 July 1961 conferring on the Wallis and Futuna Islands the status of overseas territory;
3° It prepares the public health programme mentioned in article L. 6431-4 ;
4° It prepares and, with the agreement of the Board of Directors and the supervisory authorities, negotiates and signs any agreement concerning the implementation of social actions, in particular in favour of the elderly and disabled, as well as any agreement signed with the local pension and family allowance fund when the latter provides for health and social actions;
5° He is responsible for relations with the health and social authorities in the area, particularly those in New Caledonia and French Polynesia;
6° It participates, with the agreement of the Senior Administrator, representative of the State, in the preparation and implementation of international health cooperation initiatives and, in this capacity, takes part in meetings of ad hoc bodies of the Pacific Community and the World Health Organisation.
As part of the powers conferred on him by article L. 6431-10, the Director may, under his responsibility, delegate his signature to one or more of the management staff mentioned in 1° of article D. 6431-23 and to the pharmacist mentioned in the third paragraph of article D. 6431-58.
