Article D711-67-5 of the French Commercial code

Establishments in the network of chambers of commerce and industry may initiate pooling initiatives and conclude agreements with each other for the purpose, in particular, of sharing skills or creating or retaining services or facilities at joint expense.

In the event that pooling is not provided for in the regional scheme for the organisation of missions, the territorial chambers of commerce and industry shall inform their parent regional chamber of commerce and industry prior to signing the agreement.

These agreements may, where appropriate, involve establishments in the network of chambers of trade and crafts and chambers of agriculture.

Les établissements du réseau des chambres de commerce et d’industrie peuvent être à l’initiative d’actions de mutualisation et conclure des conventions entre eux à l’effet notamment de partager des compétences ou de créer ou conserver à frais communs des services ou des ouvrages.

Dans l’hypothèse où la mutualisation n’est pas prévue dans le schéma régional d’organisation des missions, les chambres de commerce et d’industrie territoriales informent, préalablement à la signature de la convention, leur chambre de commerce et d’industrie de région de rattachement.

Ces conventions peuvent, le cas échéant, associer des établissements du réseau des chambres de métiers et de l’artisanat et des chambres d’agriculture.
