Article D712-14-1 of the French Commercial code

Exceptional expenditure within the meaning of 7° of Article L. 711-8 of expenditure incurred by the chamber in the performance of its duties and which:

1° Either as a result of unforeseeable events beyond its control, exceed its own financing capacity for the current financial year;

2° Or correspond to an investment that is absolutely necessary for the performance of its duties, but which, due to their scale, cannot be provided by the chamber alone.

Sont considérées comme des dépenses exceptionnelles au sens du 7° de l’article L. 711-8 des dépenses exposées par la chambre dans l’exercice de ses missions et qui :

1° Soit du fait d’événements imprévisibles et indépendants de sa volonté excèdent ses capacités propres de financement au titre de l’exercice budgétaire en cours ;

2° Soit correspondent à un investissement présentant un caractère de nécessité absolue pour l’exercice de ses missions, mais qui ne peuvent, du fait de leur ampleur, être assurées par la chambre seule.
