Article L1122-1 of the French Public procurement code

A defence or security concession contract is a concession contract entered into by the State or its public establishments for the purpose of carrying out the works or services referred to in article L. 1113-1.
The principles set out in article L. 3, when applied to defence or security concessions, also aim to ensure the strengthening of the European defence industrial and technological base.

Un contrat de concession de défense ou de sécurité est un contrat de concession conclu par l’Etat ou ses établissements publics ayant pour objet des travaux ou des services mentionnés à l’article L. 1113-1.
Les principes énoncés à l’article L. 3, lorsqu’ils s’appliquent à des concessions de défense ou de sécurité ont également pour objectif d’assurer le renforcement de la base industrielle et technologique de défense européenne.
