Article L1123-1 of the French Public Health Code

The Minister for Health approves one or, as required, several personal protection committees for a fixed period. Their members are appointed by the Director General of the Regional Health Agency for the region in which the committee is based.

The committees are completely independent in the performance of their duties. They have legal personality under public law. The committees are funded by the State.

Le ministre chargé de la santé agrée pour une durée déterminée un ou, selon les besoins, plusieurs comités de protection des personnes. Leurs membres sont nommés par le directeur général de l’agence régionale de santé de la région dans laquelle le comité a son siège.

Les comités exercent leur mission en toute indépendance. Ils sont dotés de la personnalité juridique de droit public. Les ressources des comités sont constituées par une dotation de l’Etat.
