The mission of the Local Finance Committee is to provide the Government and Parliament with the analyses required to draw up the provisions of the Finance Bill concerning local authorities.
Each year, it draws up a report on the financial situation of local authorities based on the administrative accounts.
It is responsible for establishing, collecting, analysing and updating data and statistics relating to the management of local authorities and for disseminating this work, in order to encourage the development of good practice.
It may carry out evaluations of local public policies.
Within a multi-year framework, it is responsible for carrying out studies on the factors driving changes in local spending. The results of these studies are the subject of a report to the Government.
The tasks mentioned in this article may be carried out by a specialised formation of the committee, called the observatory of local public finance and management and comprising representatives of all its components. The members of the local finance and public management observatory are appointed by the chairman of the committee.
The observatory is chaired by the chairman of the local finance committee.
It benefits from the assistance of territorial civil servants and State civil servants. It may seek the assistance of any person who can shed light on its work.
