Article L123-1 of the French Code of civil enforcement procedures

Third parties may not hinder proceedings initiated with a view to enforcing or preserving claims. They shall assist in such proceedings when legally required to do so.
Any person who, without a legitimate reason, evades these obligations may be forced to comply with them, if necessary under penalty of a fine, without prejudice to damages.
Under the same conditions, a third party in whose hands a seizure has been made may also be ordered to pay the costs of the seizure, subject to recourse against the debtor.

Les tiers ne peuvent faire obstacle aux procédures engagées en vue de l’exécution ou de la conservation des créances. Ils y apportent leur concours lorsqu’ils en sont légalement requis.
Celui qui, sans motif légitime, se soustrait à ces obligations peut être contraint d’y satisfaire, au besoin à peine d’astreinte, sans préjudice de dommages-intérêts.
Dans les mêmes conditions, le tiers entre les mains duquel est pratiquée une saisie peut aussi être condamné au paiement des causes de la saisie, sauf recours contre le débiteur.
