Article L1311-14 of the French General Code of Local Authorities

The mayors of the communes and the presidents of the departmental councils of the department of Moselle and the European Collectivity of Alsace, the presidents of the public establishments attached to a territorial authority or grouping together these authorities and the presidents of the mixed syndicates which have their headquarters in these departments, the president of the regional council of Alsace and the president of the regional council of Lorraine for acts subject to publication in the department of Moselle are authorised to receive and authenticate, with a view to their publication in the land register, acts concerning rights in rem in immovable property as well as leases entered into, in administrative form, by these authorities and public establishments.

Les maires des communes et les présidents des conseils départementaux du département de la Moselle et de la Collectivité européenne d’Alsace, les présidents des établissements publics rattachés à une collectivité territoriale ou regroupant ces collectivités et les présidents des syndicats mixtes qui ont leur siège dans ces départements, le président du conseil régional d’Alsace ainsi que le président du conseil régional de Lorraine pour les actes soumis à publication dans le département de la Moselle sont habilités à recevoir et à authentifier, en vue de leur publication au livre foncier, les actes concernant les droits réels immobiliers ainsi que les baux passés, en la forme administrative, par ces collectivités et établissements publics.
