Article L1411-4 of the French General Code of Local Authorities

The deliberative assemblies of the local authorities, their groupings and their public establishments decide on the principle of any delegation of local public services after obtaining the opinion of the consultative commission for local public services provided for in article L. 1413-1. They take their decision in the light of a report presenting the document containing the characteristics of the services to be provided by the delegatee.

Les assemblées délibérantes des collectivités territoriales, de leurs groupements et de leurs établissements publics se prononcent sur le principe de toute délégation de service public local après avoir recueilli l’avis de la commission consultative des services publics locaux prévue à l’article L. 1413-1. Elles statuent au vu d’un rapport présentant le document contenant les caractéristiques des prestations que doit assurer le délégataire.
