Pharmacist public health inspectors, medical public health inspectors, health and social action inspectors, sanitary engineers, sanitary study engineers and sanitary technicians monitor, within the scope of their respective competencies, the application of the provisions of this code and, unless special provisions to the contrary exist, of other legislative and regulatory provisions relating to public health.
They may call on the services of any qualified person appointed by the administrative authority to which they report. This person may accompany them during their inspections. This person may inspect any document or item necessary for the performance of his duties or his expert appraisal, including data of a medical nature if the said person is a doctor or pharmacist, under the conditions laid down in article L. 1421-3.
They may carry out joint inspections with agents belonging to other departments of the State and its public establishments. When these qualified persons or agents are health professionals, they may only be brought before the disciplinary court of the association to which they belong, by the Minister for Health, the public prosecutor or the director general of the regional health agency, for acts relating to their contribution to these inspections.
Members of the Inspectorate General of Social Affairs may carry out inspections in application of this article in order to carry out tasks assigned by the Minister for Health.
