Article L1424-1-1 of the French General Code of Local Authorities

When they are not part of a public establishment for inter-communal cooperation with jurisdiction over fire and rescue services, municipalities participate in the exercise of jurisdiction over fire and rescue services by contributing to the financing of the departmental or territorial fire and rescue service. They are then represented on the fire and rescue service’s board of directors. When a commune transfers, pursuant to article L. 1424-35, competence in fire and rescue matters to the public establishment for inter-municipal cooperation of which it is a member, it continues, where applicable, to sit on the board of directors of the fire and rescue service until the next renewal of the latter.

Lorsqu’elles ne font pas partie d’un établissement public de coopération intercommunale compétent en matière d’incendie et de secours, les communes participent à l’exercice de la compétence en matière d’incendie et de secours par le biais de la contribution au financement du service départemental ou territorial d’incendie et de secours. Elles sont alors représentées au conseil d’administration du service d’incendie et de secours. Lorsqu’une commune transfère, en application de l’article L. 1424-35, la compétence en matière d’incendie et de secours à l’établissement public de coopération intercommunale dont elle est membre, elle continue, le cas échéant, de siéger au conseil d’administration du service d’incendie et de secours jusqu’au prochain renouvellement de ce dernier.
