Article L1424-12 of the French General Code of Local Authorities

The departmental or territorial fire and rescue service builds, acquires or rents the assets necessary for its operation.

An equipment plan is drawn up by the board of directors based on the risk coverage objectives set by the departmental scheme mentioned in article L1424-7. It determines the equipment that will be made available to the fire and rescue centres belonging to the municipalities and public establishments for inter-municipal cooperation.

Le service départemental ou territorial d’incendie et de secours construit, acquiert ou loue les biens nécessaires à son fonctionnement.

Un plan d’équipement est arrêté par le conseil d’administration en fonction des objectifs de couverture des risques fixés par le schéma départemental mentionné à l’article L1424-7. Il détermine les matériels qui seront mis à la disposition des centres d’incendie et de secours relevant des communes et des établissements publics de coopération intercommunale.
