Article L1424-15 of the French General Code of Local Authorities

When a commune or a public establishment for inter-communal cooperation has requested, by decision of its deliberative body, the attachment of a communal or inter-communal corps to the departmental corps, the departmental or territorial fire and rescue service proceeds with the attachment of the volunteer firefighters under the conditions set by its board of directors.

Responsibilities for hiring and managing the volunteer firefighters mentioned in the previous paragraph are transferred from the commune or the public establishment for inter-communal cooperation to the departmental or territorial fire and rescue service.

Lorsqu’une commune ou un établissement public de coopération intercommunale a demandé, sur décision de son organe délibérant, le rattachement au corps départemental d’un corps communal ou intercommunal, le service départemental ou territorial d’incendie et de secours procède au rattachement des sapeurs-pompiers volontaires dans les conditions fixées par son conseil d’administration.

Les compétences en matière d’engagement et de gestion des sapeurs-pompiers volontaires mentionnés à l’alinéa précédent sont transférées de la commune ou de l’établissement public de coopération intercommunale au service départemental ou territorial d’incendie et de secours.
