Article L1424-16 of the French General Code of Local Authorities

Administrative, technical and specialist staff from the territorial civil service who are not professional firefighters and who participate in the operation of fire and rescue centres under the authority of a commune or a public establishment for inter-communal cooperation may be made available to the departmental or territorial fire and rescue service at their request and with the agreement of this service and that of the commune or public establishment for inter-communal cooperation.

The management procedures for these personnel are determined by an agreement between, on the one hand, the commune or public establishment for inter-communal cooperation and, on the other hand, the departmental or territorial fire and rescue service, after consultation with the competent joint bodies.

Les personnels administratifs, techniques et spécialisés de la fonction publique territoriale qui n’ont pas la qualité de sapeur-pompier professionnel et qui participent au fonctionnement des centres d’incendie et de secours relevant d’une commune ou d’un établissement public de coopération intercommunale peuvent être mis à la disposition du service départemental ou territorial d’incendie et de secours sur leur demande et avec l’accord de ce service et celui de la commune ou de l’établissement public de coopération intercommunale.

Les modalités de gestion de ces personnels sont déterminées par une convention entre, d’une part, la commune ou l’établissement public de coopération intercommunale et, d’autre part, le service départemental ou territorial d’incendie et de secours, après consultation des instances paritaires compétentes.
