Article L1424-24-1 of the French General Code of Local Authorities

The Board of Directors comprises a minimum of fifteen members and a maximum of thirty members. Its composition is determined in accordance with the provisions of article L. 1424-26.

The seats are divided between the department on the one hand, and the communes and public establishments for inter-communal cooperation on the other. The number of seats allocated to the département may not be less than three-fifths of the total number of seats, and the number of seats allocated to the communes and public establishments for inter-communal cooperation may not be less than one-fifth of the total number of seats.

Le conseil d’administration comprend quinze membres au moins et trente membres au plus. Sa composition est déterminée conformément aux dispositions de l’article L. 1424-26.

Les sièges sont répartis entre, d’une part, le département, et, d’autre part, les communes et établissements publics de coopération intercommunale. Le nombre des sièges attribués au département ne peut être inférieur aux trois cinquièmes du nombre total des sièges, celui des sièges attribués aux communes et aux établissements publics de coopération intercommunale ne peut être inférieur au cinquième du nombre total des sièges.
