In the exercise of their police powers, the mayor and the prefect implement the resources under the responsibility of the fire and rescue services under the conditions laid down in operational regulations drawn up by the prefect after consulting the board of directors of the fire and rescue service.
The organisation of the command of rescue operations is determined by these regulations. The designated emergency operations commander is responsible, under the authority of the director of emergency operations, for the implementation of all public and private resources mobilised to carry out emergency operations.
In the event of imminent danger, the emergency operations commander takes the necessary measures to protect the population and the safety of the personnel involved. He reports to the director of rescue operations.
In the Bouches-du-Rhône department, the operational regulations comprise three parts:
-one section specific to the intervention perimeter of the Marseille marine firefighters battalion, drawn up by the latter and approved by the State representative in the department after consulting the municipal council of the commune;
-one section specific to the rest of the department’s territory, drawn up by the departmental fire and rescue service and approved by the State representative in the department after consulting the establishment’s board of directors;
-a section common to the Marseille marine fire brigade and the departmental fire and rescue service, drawn up by the State representative after consultation with the Marseille city council and the fire and rescue service’s board of directors.
