The Chairman of the Board of Directors is elected by an absolute majority of the votes cast by the members of the Board of Directors from among the representatives of the Rhône department and the Lyon metropolitan area. If the election is not won in the first two rounds of voting, a third round is held and the election takes place by a relative majority of the votes cast. In the event of a tie, the election is won on the basis of age. The election takes place after the renewal of the representatives of the department, the metropolis, the municipalities and the public establishments for inter-municipal cooperation in the department. The Chairman’s term of office expires when the new Board of Directors is installed following its renewal.
The officers of the Board of Directors consist of the Chairman, three Vice-Chairmen and, if necessary, one additional member.
The composition of the officers is determined by the Board of Directors at the first meeting following each renewal. During this meeting, the members of the Executive Committee, other than the Chairman, are elected from among the members of the Board of Directors with voting rights, by an absolute majority of the latter. The first and third vice-presidents are of different genders to the president.
A minimum of one vice-president is elected from among the mayors representing the municipalities and public establishments for inter-municipal cooperation in the Rhône department or, if there is no mayor on the Board of Directors, from among the representatives of the municipalities and public establishments for inter-municipal cooperation. If the election is not won in the first two ballots, a third ballot is held and the election takes place by a relative majority of the votes cast. In the event of a tie, the election shall be by age.
The Board of Directors may delegate some of its powers to the Executive Committee, with the exception of decisions relating to the adoption of the budget and the administrative account pursuant to the articles L. 1612-1 to L. 1612-20, as well as those referred to in articles L. 1424-26 and L. 1424-76.
The maximum allowances voted by the board of directors of the fire and rescue service for the actual performance of the duties of chairman and vice-chairman are determined by reference to the scale provided, based on the population of the department, for the allowances of departmental councillors in article L. 3123-16, up to a limit of 50% for the chairman and 25% for each of the vice-chairmen.
