Article L1424-9 of the French General Code of Local Authorities

Professional firefighters, both officers and non-officers, are recruited and managed by the departmental or territorial fire and rescue service, within the framework of the legislative and regulatory provisions applicable to them.

As an exception to the first paragraph, professional firefighter officers may, under conditions set by regulation, be appointed to their grades, jobs or functions jointly by the competent State authority and the chairman of the fire and rescue service’s board of directors.

Article L1424-9

Les sapeurs-pompiers professionnels, officiers et non officiers, sont recrutés et gérés par le service départemental ou territorial d’incendie et de secours, dans le cadre des dispositions législatives et réglementaires qui leur sont applicables.

Par dérogation au premier alinéa, les officiers de sapeurs-pompiers professionnels peuvent, dans des conditions fixées par voie réglementaire, être nommés dans leurs grades, emplois ou fonctions conjointement par l’autorité compétente de l’Etat et le président du conseil d’administration du service d’incendie et de secours.
