Article L1431-1 of the French General Code of Local Authorities

Territorial authorities and their groupings may set up, with the State and national public establishments, a public cultural cooperation establishment responsible for the creation and management of a public cultural service of interest to each of the legal entities in question and contributing to the achievement of national objectives in the field of culture. They may also set up a public establishment for environmental cooperation responsible for increasing and improving knowledge of the environment, disseminating this knowledge, raising public awareness and providing information, providing scientific and technical assistance to the public authorities and ensuring the conservation of species or the implementation of actions to preserve biodiversity and restore natural environments. Excluded, however, are services which, by their nature or by law, can only be provided by the local authority itself.

Public environmental cooperation establishments may also be formed with local public establishments.

Public establishments for cultural or environmental cooperation are public establishments of an administrative nature or of an industrial and commercial nature, depending on the purpose of their activity and the requirements of their management.

Les collectivités territoriales et leurs groupements peuvent constituer avec l’Etat et les établissements publics nationaux un établissement public de coopération culturelle chargé de la création et la gestion d’un service public culturel présentant un intérêt pour chacune des personnes morales en cause et contribuant à la réalisation des objectifs nationaux dans le domaine de la culture. Ils peuvent également constituer un établissement public de coopération environnementale chargé d’accroître et d’améliorer les connaissances sur l’environnement, leur diffusion et la sensibilisation et l’information du public, d’apporter un concours scientifique et technique aux pouvoirs publics et d’assurer la conservation d’espèces ou la mise en place d’actions visant à préserver la biodiversité et à restaurer les milieux naturels. Sont toutefois exclus les services qui, par leur nature ou par la loi, ne peuvent être assurés que par la collectivité territoriale elle-même.

Les établissements publics de coopération environnementale peuvent également être constitués avec des établissements publics locaux.

Les établissements publics de coopération culturelle ou environnementale sont des établissements publics à caractère administratif ou à caractère industriel et commercial, selon l’objet de leur activité et les nécessités de leur gestion.
