Territorial authorities and their groupings may set up, with the State and national public establishments, a public cultural cooperation establishment responsible for the creation and management of a public cultural service of interest to each of the legal entities in question and contributing to the achievement of national objectives in the field of culture. They may also set up a public establishment for environmental cooperation responsible for increasing and improving knowledge of the environment, disseminating this knowledge, raising public awareness and providing information, providing scientific and technical assistance to the public authorities and ensuring the conservation of species or the implementation of actions to preserve biodiversity and restore natural environments. Excluded, however, are services which, by their nature or by law, can only be provided by the local authority itself.
Public environmental cooperation establishments may also be formed with local public establishments.
Public establishments for cultural or environmental cooperation are public establishments of an administrative nature or of an industrial and commercial nature, depending on the purpose of their activity and the requirements of their management.
