Article L1511-1 of the French General Code of Local Authorities

The Regional Council shall draw up a report on the aid and aid schemes implemented in its territory during the calendar year, under the conditions laid down in this chapter, by the territorial authorities and their groupings. To this end, these authorities and groupings shall forward, before 30 March each year, all information relating to the aid and aid schemes implemented within their jurisdiction in respect of the previous calendar year.

This report is sent to the State representative in the region before 31 May of the following year and, at their request, to the aforementioned local authorities. The information contained in this report enables the State to fulfil its obligations under Community law.

This report presents the aid and aid schemes implemented in the region during the calendar year and assesses their economic and social consequences.

This report gives rise to a debate before the Regional Council.

Article L1511-1

Le conseil régional établit un rapport relatif aux aides et régimes d’aides mis en œuvre sur son territoire au cours de l’année civile, dans les conditions prévues au présent chapitre, par les collectivités territoriales et leurs groupements. A cette fin, ces collectivités et groupements transmettent, avant le 30 mars de chaque année, toutes les informations relatives aux aides et régimes d’aides mis en oeuvre dans leur ressort au titre de l’année civile précédente.

Ce rapport est communiqué au représentant de l’Etat dans la région avant le 31 mai de l’année suivante et, sur leur demande, aux collectivités précitées. Les informations contenues dans ce rapport permettent à l’Etat de remplir ses obligations au regard du droit communautaire.

Ce rapport présente les aides et régimes d’aides mis en œuvre sur le territoire régional au cours de l’année civile et en évalue les conséquences économiques et sociales.

Ce rapport donne lieu à un débat devant le conseil régional.
