Article L1614-11 of the French General Code of Local Authorities

The operating expenses of departmental libraries, made the responsibility of the departments, are compensated under the conditions provided by articles L. 1614-1 to L. 1614-3.

However, the appropriations from the general decentralisation grant corresponding to the expenditure borne by the State, in the year prior to the transfer of powers, in respect of movable and material equipment linked to the bringing into service of new buildings, the maintenance of buildings, the purchase of vehicles and the remuneration of seasonal agents, are distributed between the beneficiary departments in proportion to the population of the communes with less than 10,000 inhabitants.

Les dépenses de fonctionnement des bibliothèques départementales, mises à la charge des départements, sont compensées dans les conditions prévues par les articles L. 1614-1 à L. 1614-3.

Toutefois, les crédits de la dotation générale de décentralisation correspondant aux dépenses supportées par l’Etat, l’année précédant le transfert de compétences, au titre de l’équipement mobilier et matériel lié à la mise en service de nouveaux bâtiments, de l’entretien des immeubles, de l’achat de véhicules et de la rémunération des agents saisonniers, sont répartis entre les départements bénéficiaires au prorata de la population des communes de moins de 10 000 habitants.
