Article L1617-1 of the French General Code of Local Authorities

The accounting officer of the commune, department or region is a State public accounting officer with the status of principal accounting officer.

He is appointed by the minister responsible for the budget after prior information, as appropriate, of the mayor or mayors concerned, the president of the departmental council or the president of the regional council.

The regional and departmental accounting officer may not be entrusted with the duties of the State’s accounting officer.

Le comptable de la commune, du département ou de la région est un comptable public de l’Etat ayant la qualité de comptable principal.

Il est nommé par le ministre chargé du budget après information préalable, selon le cas, du ou des maires concernés, du président du conseil départemental ou du président du conseil régional.

Le comptable de la région et du département ne peut être chargé des fonctions de comptable de l’Etat.
