Article L1711-3 of the French General Code of Local Authorities

For the application of Chapter IV of Title I of Book VI, the evaluation of expenditure incurred by the State in the exercise of competences transferred to the Department and communes of Mayotte and the establishment of charges resulting from the creation and extension of competences are submitted, prior to consultation of the consultative commission on the evaluation of charges mentioned in article L. 1211-4-1, to the opinion of a local committee chaired by a magistrate of the financial jurisdictions and composed equally of representatives of the State appointed by the Prefect of Mayotte and representatives of the territorial authorities of Mayotte. The composition and operating procedures of the local committee are laid down by decree.

Pour l’application du chapitre IV du titre Ier du livre VI, l’évaluation des dépenses exposées par l’Etat au titre de l’exercice des compétences transférées au Département et aux communes de Mayotte et la constatation des charges résultant des créations et extensions de compétences sont soumises, préalablement à la consultation de la commission consultative sur l’évaluation des charges mentionnée à l’article L. 1211-4-1, à l’avis d’un comité local présidé par un magistrat des juridictions financières et composé à parité de représentants de l’Etat désignés par le préfet de Mayotte et de représentants des collectivités territoriales de Mayotte. La composition et les modalités de fonctionnement du comité local sont fixées par décret.
