Article L2113-14 of the French Public procurement code

A purchaser may reserve the same contract or the same lot of a contract both for economic operators who meet the conditions of article L. 2113-12 and for those who meet the conditions of article L. 2113-13.

A purchaser may not reserve the same contract or the same lot of a contract both for economic operators who meet the conditions of article L. 2113-13-1 and for economic operators mentioned in the first paragraph of this article who do not meet these same conditions.

Article L2113-14

Un acheteur peut réserver un même marché ou un même lot d’un marché à la fois aux opérateurs économiques qui répondent aux conditions de l’article L. 2113-12 et à ceux qui répondent aux conditions de l’article L. 2113-13.

Un acheteur ne peut réserver un même marché ou un même lot d’un marché à la fois aux opérateurs économiques qui répondent aux conditions de l’article L. 2113-13-1 et aux opérateurs économiques mentionnés au premier alinéa du présent article et qui ne satisfont pas à ces mêmes conditions.
