Article L2120-1 of the French Public procurement code

Depending on their value, their subject or the circumstances in which they are concluded, contracts are awarded:
1° Either without prior advertising or competitive tendering, in accordance with the conditions laid down in Chapter II ;
2° Or in accordance with an adapted procedure, in accordance with the conditions laid down in Chapter III ;
3° Or in accordance with a formalised procedure, in accordance with the conditions laid down in Chapter IV.
