Article L2120-1 of the French Public procurement code

Depending on their value, their subject or the circumstances in which they are concluded, contracts are awarded:
1° Either without prior advertising or competitive tendering, in accordance with the conditions laid down in Chapter II ;
2° Or in accordance with an adapted procedure, in accordance with the conditions laid down in Chapter III ;
3° Or in accordance with a formalised procedure, in accordance with the conditions laid down in Chapter IV.

Les marchés sont passés, selon leur montant, leur objet ou les circonstances de leur conclusion :
1° Soit sans publicité ni mise en concurrence préalables, dans les conditions prévues au chapitre II ;
2° Soit selon une procédure adaptée, dans les conditions prévues au chapitre III ;
3° Soit selon une procédure formalisée, dans les conditions prévues au chapitre IV.
