Article L2121-29 of the French General Code of Local Authorities

The municipal council settles the affairs of the commune by its deliberations.

It gives its opinion whenever this opinion is required by the laws and regulations, or when it is requested by the representative of the State in the department.

When the municipal council, on being duly requested and convened, refuses or neglects to give its opinion, it may be overruled.

The municipal council issues wishes on all matters of local interest.

Le conseil municipal règle par ses délibérations les affaires de la commune.

Il donne son avis toutes les fois que cet avis est requis par les lois et règlements, ou qu’il est demandé par le représentant de l’Etat dans le département.

Lorsque le conseil municipal, à ce régulièrement requis et convoqué, refuse ou néglige de donner avis, il peut être passé outre.

Le conseil municipal émet des voeux sur tous les objets d’intérêt local.
